Jack O’Rourke provides strategic advice and government representation to corporations, associations and issue-based coalitions.  Since 1991, he has represented clients on a broad range of matters in the areas of taxation, financial services and banking, international trade and investment, telecommunications, patent and trademark, and international business operations.

Mr. O’Rourke previously served as Vice President and Legislative Counsel for the Securities Industry Association, an association of more than 600 securities firms (including investment banks, broker-dealers and mutual fund companies) active in all U.S. and foreign markets and in all phases of corporate and public finance.

Prior to entering the private sector, Mr. O’Rourke worked in Congress and in the Executive Branch.  From 1981 to 1984, Mr. O’Rourke worked on Capitol Hill as a professional staff member in the office of Rep. Ed Bethune and on the minority staff of the House Banking Committee.

From 1974 to 1977, he worked as an economist at the U.S. Department of Labor.

Mr. O’Rourke received both his undergraduate degree and his law degree from Georgetown University. He is a member of the District of Columbia bar.
