    Chris Matthiesen brings more than a decade of legislative and public policy experience. He represents corporations, trade associations and municipal government entities in the banking, securities, federal budget, immigration, and judiciary areas. During his tenure on Capitol Hill and as a government relations consultant, Mr. Matthiesen has developed many strong relationships with key decision makers in Washington and built a reputation on his ability to work across party lines.

    Mr. Matthiesen came to O’Rourke and Nappi, having worked with firm founder, Doug Nappi, at the government relations firm, Nappi & Hoppe, LLC. He was previously Chief of Staff to Congresswoman Suzanne Kosmas of Central Florida’s 24th District, who was a member of the pro-business New Democrat Coalition. Rep. Kosmas served on the House Financial Services and Science Committees. Mr. Matthiesen managed the large operation with offices in Washington and Florida, and served as the top advisor to the Congresswoman on all matters legislative and political. During his time in the Kosmas office, Mr. Matthiesen worked extensively on the Dodd-Frank Wall Street Reform and Consumer Protection Act throughout its framing. He also advised Rep. Kosmas on the Affordable Care Act, the American Recovery and Reinvestment Act and several other bills during the extremely active 111th Congress.

    Previous to that, Mr. Matthiesen, a native Houstonian, worked as Legislative Director to Congressman Nick Lampson of the 22nd District of Texas, a member of the fiscally conservative Blue Dog Coalition. There he managed the legislative staff and served as Rep. Lampson’s point-person on the Transportation and Infrastructure Committee. He oversaw the appropriations process during this time securing much-needed funds for important projects in the district.

    He started his career in the Office of the House Democratic Leader, Nancy Pelosi, where he saw first-hand the parliamentary procedure and compromise needed to usher legislation through the process. He also worked at a small lobbying firm in Washington specializing in foreign relations where he first learned the tools needed to successfully advocate before the Congress and federal agencies.

    Mr. Matthiesen received his Bachelor’s degree from Middlebury College, in Middlebury, Vermont where he was a four-year member of the varsity basketball team.

    Maggi Lazarus is an attorney with more than fifteen years experience advocating for clients on Capitol Hill. During that time, she has provided companies and trade associations with strategic, legislative and political guidance on a variety of business-related issues, including tax, banking, telecommunications, gaming and intellectual property matters. She has particularly strong professional relationships with staff whose jurisdictions and work center around the Judiciary Committees, Ways and Means and Finance Committees.

    Ms. Lazarus has significant experience building and managing single-issue coalitions that efficiently and effectively organize the efforts of companies, trade associations and interest groups to coordinate messaging and achieve specific legislative goals. Regarding this approach to issue advocacy, Ms. Lazarus offers clients substantial value in funding public policy and media efforts.

    Ms. Lazarus brings to her legislative practice a background in corporate litigation, having spent the first six years of her career representing clients in a broad range of commercial lawsuits, including antitrust, RICO, Foreign Corrupt Practices Act, tax controversies and federal and state-based discrimination claims. Thus, she more readily understands and appreciates the background, needs and application of business initiatives on Capitol Hill and before federal regulatory agencies.

    Ms. Lazarus received her undergraduate degree from the University of Virginia and her law degree, cum laude, from Tulane University, where she was a published member of the Law Review. She is a member of the District of Columbia and Virginia bars.

    Doug Nappi is a legislative strategist and financial services policy expert. He has worked on every major financial services law enacted over the last three decades. A banking and securities lawyer by background, Mr. Nappi specializes in legislative and regulatory policy, with an emphasis on financial services regulation, bankruptcy and financial institution resolutions, and securities market structure.

    Mr. Nappi has twice served in senior positions in the U.S. Senate. Most recently, he was the Chief Counsel of the Senate Committee on Banking, Housing, and Urban Affairs for Chairman Richard C. Shelby from 2003-2005. In this capacity he oversaw the Committee’s legislative and oversight efforts. He played a leading role in drafting and negotiating laws such as Check 21, the FACT Act, the Bankruptcy Abuse Prevention and Consumer Protection Act, SAFE TEA, and GSE legislation that eventually became the Federal Housing Finance Reform Act of 2008.

    Formerly, from 1993-1998, Mr. Nappi was Banking Committee counsel for Chairman Alfonse M. D’Amato. He was deeply involved in the passage of many laws, including the RTC Completion Act of 1993, the Riegle Community Development and Regulatory Relief Act, the Truth in Lending Act Amendments, the Economic Growth and Regulatory Paperwork Reduction Act and the Securities Litigation Uniform Standards Act. He also was a primary author of much of the legislation that ultimately became the Gramm-Leach-Bliley Act.

    Mr. Nappi has also spent a considerable portion of his career representing clients on public policy issues. He remains actively engaged in the financial policy debate on Capitol Hill and in regulatory agencies. He zealously advocated for his clients during the consideration of the Dodd Frank Act, and accomplished notable achievements in a challenging environment. He continues to assist his clients in crafting legislative and regulatory solutions to Dodd Frank implementation issues.

    Mr. Nappi was previously a Vice President for Government Relations at the New York Stock Exchange, where he successfully advocated for the NYSE during the passage of laws like the Sarbanes-Oxley Act, the Investor and Capital Markets Fee Relief Act and the Commodities Futures Modernization Act.

    Prior to his career in public policy, Mr. Nappi practiced banking and securities law as an associate in the New York office of Winston & Strawn (then known as Winston & Strawn, Cole & Dietz) and as an enforcement attorney in the Securities and Exchange Commission’s New York Regional Office. He is a graduate of Franklin & Marshall College, and received his Juris Doctor, with Honors, from George Washington University. He is a member of the Bar in New York State and the District of Columbia.

    Jack O’Rourke provides strategic advice and government representation to corporations, associations and issue-based coalitions. Since 1991, he has represented clients on a broad range of matters in the areas of taxation, financial services and banking, international trade and investment, telecommunications, patent and trademark, and international business operations.

    Mr. O’Rourke previously served as Vice President and Legislative Counsel for the Securities Industry Association, an association of more than 600 securities firms (including investment banks, broker-dealers and mutual fund companies) active in all U.S. and foreign markets and in all phases of corporate and public finance.

    Prior to entering the private sector, Mr. O’Rourke worked in Congress and in the Executive Branch. From 1981 to 1984, Mr. O’Rourke worked on Capitol Hill as a professional staff member in the office of Rep. Ed Bethune and on the minority staff of the House Banking Committee.

    From 1974 to 1977, he worked as an economist at the U.S. Department of Labor.

    Mr. O’Rourke received both his undergraduate degree and his law degree from Georgetown University. He is a member of the District of Columbia bar.
